US Green Card Application Fees Set to Decrease Significantly, with Discounts Exceeding 60% Starting November 14, 2025

On November 14, 2025, the U.S. Citizenship and Immigration Services (USCIS) released a new fee schedule (Form G-1055), indicating reductions in several fees associated with the EB-5 application process for U.S. Green Cards.

Maximum Application Fee Reduction of 67%

 The adjustments to fees are detailed in the table below, with reductions reaching up to 67%.


Investor Benefits: I-526/I-526E Application Fees


According to the latest USCIS announcement, the application fees for EB-5 investors submitting Form I-526 (Direct Investment Application) and Form I-526E (Regional Center Application) will be reduced from the original $11,160 to $3,675, representing a 67% decrease.

 

In April 2024, the large fee increase by USCIS regarding the EB-5 application raised significant concerns among various stakeholders, including the American Immigration Investors Alliance (AIIA), relevant applicants, and legal representatives. They argued that USCIS was bypassing the legal process to arbitrarily increase fees, prompting legal action. Ultimately, in October 2025, USCIS announced the fee adjustments in the Federal Register, stating that these changes were based on a study of EB-5 fees and aimed to meet the adjudication time goals established by the EB-5 Reform and Integrity Act of 2022 while recovering costs.

 

As of November 2025, application fees are reverting to pre-increase levels. While it remains uncertain whether further adjustments will occur, it’s evident that USCIS has signaled a positive direction for the EB-5 program. Applicants are encouraged to seize the opportunity to submit applications now.

 

Regional Center Benefits: Simultaneous Adjustment of I-956 Related Fees


The application fee for I-956F, which regional centers must pay, has been significantly lowered from $47,695 to $17,795. This reduction will help decrease operational costs and encourage compliance and healthy development among regional centers.

The 2022 EB-5 reform established an Integrity Fund regulatory mechanism. Its core purpose is to support USCIS in conducting fraud prevention, on-site inspections, and project oversight to ensure compliance and transparency in EB-5 project operations. Funding for this fund is jointly covered by the regional centers and individual investors participating in the program.

 

With the recent fee adjustments, the required Integrity Fund fee for investors remains unchanged at $1,000.
