The Hong Kong New Capital Investment Entrant Scheme (the Scheme), is an investment immigration program launched by the Hong Kong SAR government. It was initially implemented on October 27, 2003, and suspended on January 15, 2015, before being relaunched on December 19, 2023. The scheme’s main purpose is to encourage applicants to bring capital into Hong Kong. The invested funds are directed towards certain government-prioritized industries, such as supporting startups and innovation technology, with an emphasis on promoting economic and industrial development.

Application Requirements

1. Age: The main applicant is over 18 . Spouse+children under 18 .
2. Eligibility: Foreign nationals, Macau, Taiwan
3. No Criminal record: from birth to present
4. Asset Certificate: HKD 30 million(requires held over 6-month)
5. Invest: HKD 30 million

Process

Step 1:Asset review(1 month)

After signing the contract, start collecting information, and submit the asset certification documents to the Investment Department 

Step 2:Immigration review(1-2 months)

After completed the asset review, then submits the application materials to the Immigration Department for review and approval. Once approved, an in-principle approval letter will be obtained

Step 3:Investment(2-3 months)

Open an investment account within 180 days after receiving the approval letter and transfer the funds to government-designated investment portfolio and obtain a certification letter

Step 4:Get official approval(1-2 months)

Immigration Department will issue a formal approval letter after receiving the applicant’s investment certificate

Step 5:Apply for ID card upon entry into Hong Kong(1 month)

After obtaining the official approval letter, make an appointment to apply for an ID card, enter, activate your visa, and get a Hong Kong ID card

Approximate cycle: 6-9 months
