Breaking News: 1.8% Return on HK$3 Million Government-Designated Tech Fund Under Hong Kong New CIES

 

Recently, nearly 130 clients of Globevisa (Global Immigration (Hong Kong) Limited) have received the first annual return report on their HK$3 million investments from BOCI-Prudential Trustee Limited — the official authorised body appointed by InvestHK to manage the HK$3 million innovation and technology investment for applicants under the Hong Kong New CIES. As Globevisa submitted the market’s first application for the relaunched scheme and has a large application volume, our clients have contacted us extensively after receiving the report. We now share these details with prospective applicants:

 

The 130+ applicants who received this annual report completed their HK$27 million investment in 2024 and obtained their Hong Kong identity. In January 2025, the Hong Kong government notified them to invest HK$3 million into four pre-screened government-designated innovation and technology funds: Betatron Venture Group, Inno Angel Fund, MindWorks Capital, and Radiant Tech Ventures Limited. This annual report primarily details the investment returns of these four funds from the receipt of applicants’ HK$3 million contributions in February 2025 through December 31, 2025.

From the above figure (BOCI-Prudential Trustee Limited’s annual report disclosing the total capital raised for the first batch of HK$3 million contributions under the Hong Kong New CIES in 2025), the total funding raised for the innovation and technology sector in February 2025 amounted to HK$861,000,000, contributed by 287 applicants, of whom over 130 are Globevisa clients. After one year of operation, the net asset value reached HK$876,422,294, representing 1.018 times the original capital — a 1.8% return over the past 10 months.

The above statement shows a single client’s HK$3 million investment: the principal was HK$3,000,000, with a current market value of HK$3,053,736.22. The client transferred the funds to BOCI-Prudential Trustee Limited on 28 March 2025, generating a return of HK$53,736.22 over 9 months to 31 December 2025, representing a 1.78% yield.

 

These verified figures confirm that while the HK$3 million government-designated tech investment has not delivered exponential returns, it has not resulted in losses, as widely rumored. Nor is it merely a “donation” or a “cost” to obtain Hong Kong residency for the family. The Hong Kong government has demonstrated prudent stewardship of investors’ capital, with solid performance in its first year of operation.

 

Many readers may wonder: this only covers the first investment round, what about the second? Second‑round investors completed their HK$27 million personal investment in 2025 and will make the HK$3 million government‑designated innovation‑tech investment in February 2026. Unlike the first round’s four funds, the second round comprises 10 government‑tendered funds: Abax Global Capital, Beyond Ventures, CMC Capital, FirstLight Capital, Hidden Hill Capital, M Capital, Polymer Capital, Primavera Capital, Trustar Capital / CITIC Capital, Vision Capital Investment Management Limited, and Value Partners. Annual returns for this second round will be released next year.
