Why Some People Immigrate Without Actually Relocating

Many high-net-worth individuals frequently consider a practical question: How can you secure a second residency or citizenship if you have no immediate intention of relocating?

For many professionals and business owners—particularly those based in robust, fast-moving markets like China—staying put makes complete operational and financial sense. Local market dynamics, established professional networks, and manageable living costs make home an ideal place to live and work. Yet, despite having no desire to leave, many still look for a secondary option.

In global mobility, this is commonly referred to as a "Plan B" residency.

The Insurance Analogy

A common critique of acquiring a secondary residency that you do not actively use is that the capital invested is wasted. However, this overlooks the fundamental purpose of the strategy.

A Plan B residency functions exactly like an insurance policy. You purchase insurance hoping you will never need to use it, but having it in place provides critical security against unpredictable global events. No one could have predicted the scale of disruption caused by COVID-19, just as no one can forecast future geopolitical or economic shifts. For high-net-worth individuals, establishing a fallback option is not a declaration of intent to move; it is basic risk management.

Jurisdictions with Zero or Low Physical Stay Requirements

For a Plan B strategy to be viable while you continue living and working in your home country, the destination must not impose strict physical presence requirements. Traditional immigration destinations—such as the United States, the United Kingdom, or Australia—typically require significant physical presence, making them impractical for this specific purpose.

Instead, several structured programs accommodate individuals who require complete geographic flexibility:

● Citizenship by Investment (CBI) Programs: Officially legislated CBI programs grant direct citizenship upon approval, requiring zero physical presence either before or after issuance.

● European Permanent Residency Schemes: Options in Malta, Cyprus, and Greece allow applicants to secure permanent residency status without any mandatory physical stay requirements.

● Portugal: Requires a minimal presence of just seven days per year to maintain residency compliance.

● Malaysia (Premium Visa Programme): Offers a 20-year long-term residency visa with zero mandatory physical stay requirements.

● Thailand Privilege Visa: Provides long-term multi-year stay rights with no minimum physical presence mandate.

● Dubai Golden Visa: Accessible through real estate acquisition or financial deposits, requiring no minimum stay to keep the visa active.

● New Zealand (High-Value Investment Category): Requires spending just 21 days in the country over a three-year period (averaging seven days per year), functioning similarly to the Portugal model.

Summary

Future-proofing your family's global mobility does not require an immediate lifestyle change. For individuals balancing active business commitments at home with the need for long-term security, securing a residency or citizenship with minimal physical stay requirements is a pragmatic, straightforward safeguard.
