Global Citizen: Hong Kong May Be the Easiest Place to Immigrate


Following up on my previous update regarding life and education in Hong Kong, I would like to address the practical side of moving here. From an operational perspective, Hong Kong maintains one of the most structured and accessible immigration frameworks currently available for international talent and business professionals.

 

Whether you are a recent university graduate, an experienced executive, or an investor, the Hong Kong Special Administrative Region (HKSAR) provides several clearly defined entry routes. Here is an overview of the four primary pathways.


1. The Top Talent Pass Scheme (TTPS)

The Top Talent Pass Scheme is designed to attract high-potential individuals who hold degrees from leading global institutions.

 

● Eligibility: The Hong Kong government maintains a list of recognized top universities worldwide (encompassing approximately 200 institutions).

● Mechanism: If you hold an undergraduate degree from one of these designated universities, you can apply directly by providing your graduation credentials.

● Residency Path: Successful applicants receive an initial two-year visa to live and work in Hong Kong. After maintaining continuous residence or employment for seven years, individuals become eligible to apply for Hong Kong Permanent Residency.

 

2. The Quality Migrant Admission Scheme (QMAS)

If you did not graduate from an institution on the designated university list, the Quality Migrant Admission Scheme provides an alternative merit-based pathway.

 

● Eligibility: This scheme targets experienced professionals, including legal specialists, financial experts, and corporate managers, particularly those with a background in Fortune Global 500 enterprises.

● Mechanism: QMAS evaluates applicants based on their background, professional qualifications, and industry achievements. Crucially, it does not require a prior offer of local employment at the time of application.

 

3. Employment-Based Work Visas

For professionals who do not fit into the TTPS or QMAS categories, securing direct employment with a local company remains a reliable option.

 

● Eligibility: Any qualified individual who secures a position with a Hong Kong-registered employer.

● Mechanism: The process involves standard job application and interview procedures. Once a local company extends an offer and agrees to sponsor the applicant, the individual is granted a standard work visa to relocate.

 

4. The New Capital Investment Entrant Scheme (New CIES)

For high-net-worth individuals looking to manage capital while securing residency, Hong Kong offers an investor-based pathway.

 

● Financial Requirement: A minimum investment of 30 million Hong Kong Dollars (approximately 4 million US Dollars).

● Investment Portfolio: Applicants can allocate this capital across a range of permissible financial assets, including equities, investment funds, government bonds, and non-residential real estate.

● Key Distinction: This pathway is an asset allocation mechanism rather than a non-refundable expense. The capital remains under the applicant's ownership and management within Hong Kong’s financial infrastructure.
