Malta PRP Updates: Affordable Family Plans, Flexible Leasing Rights, Temporary Residency options

Residency Malta Agency has announced a series of changes (Circular RMA No. 72 - 2025 - LN 146/2025) to the Malta Permanent Residence Programme (MPRP). The Legal Notice revises the Programme’s pricing structure and introduces a new temporary residence permit. It also introduces property rental flexibility to enhance investment value.

Temporary Residence Permit

● Be valid for one year

● Issued at the start of the application process;

● Submit all necessary documentation (Health Insurance Cover, property documents, Bank Statements, etc.) within the first six months

● Upon Approval in Principle and full compliance with Programme obligations, the Temporary Permit will convert to a Permanent Residency Certificate;

●  In the case of application refusal, the Temporary Permit will be revoked within fifteen (15) days of the rejection notice.

 

👍🏻For families prioritizing children's education or entrepreneurs needing quick relocation, these changes offer an expedited 'Fast Track' option - letting them start their Maltese life without unnecessary waiting.


Flexibility of Qualifying Property: to Enhance Investment Value

● Acquiring a qualifying property will be permitted to lease the property to third parties for temporary periods during which they are not present in Malta;

● Applicants who lease a qualifying property may, with the landlord’s consent, sublet the leased property after the initial five-year lease period;

 

👍🏻This added flexibility helps reduce overall expenses by allowing applicants to earn rental income.

 

Revised Pricing Structure: Reduced Costs for families

● The pricing for the qualifying investment and the donation to an NGO have remained the same

● 25% reduction in adult dependent (except for the spouse) fees from €10,000 to €7,500

● Non-refundable administration fee is now a single €60,000 payment, with a split-payment structure of €15,000 upfront and €45,000 upon approval.

👍🏻Big Savings for Rental Applicants – €23,000 Less Than Before!

👍🏻Former €10,000 administration fee for each and every dependant of the Main Applicant has been waived, making the Malta PRP even more affordable.  For instance, the previous cost for Administration fee +Contribution fee (A family of 3): €130,000, but the current cost for Administration fee +Contribution fee (A family of 3): €99,000



Agent Licensing Framework

Licensing authority will be transferred to Residency Malta Agency. Current licences issued by Agenzija Komunitá Malta under Subsidiary Legislation 188.05 will remain valid until 31st December 2025. Details and application forms will be available in coming days.
