Singapore, Hong Kong, or Dubai — Which One Fits You Best?
Hello everyone. Today, I want to address one of the most common questions we receive: How do you choose between Singapore, Hong Kong, and Dubai?

These three jurisdictions are globally recognized for their favorable tax environments, but applicants are frequently confused about which location best suits their long-term goals. Having been based in Hong Kong for nearly 11 years, visiting our global headquarters in Singapore frequently, and overseeing our Dubai office—which is now one of the top three in the Middle East—I want to offer an objective, practical comparison to help you decide.
1. Corporate and Personal Tax Rates
If we evaluate strictly on tax advantages, Dubai takes the top position, followed closely by Hong Kong, and then Singapore.
● Dubai: Offers zero personal income tax and highly competitive corporate tax structures.
● Hong Kong: Features a territorial tax system with very low personal and corporate rates, making it highly efficient.
● Singapore: Remains an exceptional tax haven, but overall effective tax rates generally sit slightly higher—roughly 15 percent more—than in Hong Kong.
2. Financial Security and Global Capital Flow
When assessing the stability and global integration of the banking system, the ranking shifts. Singapore is first, followed by Hong Kong, and then Dubai.
● Singapore: Represents the pinnacle of financial stability with seamless global banking integration.
● Hong Kong: Serves as a massive financial hub and a critical gateway to the Chinese market. However, due to its direct ties to mainland China, it is occasionally affected by broader geopolitical shifts, placing it slightly behind Singapore in terms of absolute predictability.
● Dubai: While growing rapidly, its regional banking system can sometimes present challenges when transferring capital to other major international financial hubs.
3. Work Visas and Business Setup
If your immediate goal is to relocate for employment or to establish a new business, the barriers to entry vary significantly.
● Dubai: Is structurally designed for expatriate workers and investors. Securing a working visa is highly streamlined and efficient.
● Singapore: Securing an Employment Pass (EP) by finding a job or starting a business remains relatively straightforward and transparent.
● Hong Kong: The barrier is higher. Setting up a business requires submitting a detailed business plan, securing commercial office space, and demonstrating actual revenue before a visa is granted. Furthermore, the local job market is extremely competitive, making it the most difficult of the three for initial professional entry.
4. Pathways to Permanent Residency and Citizenship
If your ultimate objective is acquiring permanent residency (PR) or a passport, the landscape changes entirely.
● Hong Kong: The absolute leader. Hong Kong offers a very clear, statutory path: if you maintain continuous residence for seven years, you are guaranteed permanent residency and a Hong Kong passport. For those utilizing specific investor schemes, the physical stay requirements can be significantly reduced.
● Singapore: The criteria for PR and citizenship are opaque. There is no publicly defined standard for the exact number of days you must stay or the amount of tax you must pay. However, if you establish your life there, pay taxes, and remain patient, achieving PR and citizenship is highly probable over time.
● Dubai: If citizenship or permanent residency is your goal, Dubai is not the right choice. The chances of naturalizing as a citizen are practically zero.
5. Weather and Lifestyle
In terms of climate, Hong Kong offers the most balanced environment.
● Hong Kong: Features a distinct, pleasant winter. While summers can be rainy, the climate is generally manageable and highly livable.
● Dubai: Enjoys great winter weather, but the extreme summer heat is highly restrictive.
● Singapore: The climate is entirely equatorial—there is only summer, year-round.
6. Personal Safety
All three locations rank among the safest places on earth. However, if we must rank the "best of the best":
● Singapore: I consider Singapore to be the absolute safest jurisdiction in the world. People who consider Dubai the safest have likely never lived in Singapore.
● Hong Kong: Sits closely behind Singapore, offering exceptional public safety and order.
● Dubai: Remains incredibly safe, but I place it third among these elite options.
Summary
Choosing between these three hubs depends entirely on your operational priorities. If you want a straightforward work visa and zero personal taxes, look to Dubai. If you require absolute financial security and banking stability, choose Singapore. But if you want a guaranteed pathway to a highly respected passport alongside a robust financial ecosystem, Hong Kong is the premier choice.
